  1. Is it true that DOI staff get free bus travel?
  2. David Cretney indicated that he dimissed the idea when Minister so it is the CEO who is responsible. He was the one that was tasked with making savings and he has failed to do so. In the private sector his job would be unsustainable. Removing and not replacing the CEO , the Director of Ports and the Director of Transport should result in savings in excess of £250,000 from the salary bill alone then there is the costs of the schemes they dream up...
  3. HOUSE OF KEYS, TUESDAY, 3rd DECEMBER 2013 The Hon. Member for Douglas West (Mr Thomas) to ask the Minister for Infrastructure: What the cost is of administering the annual renewal of (a) vehicle licences; and (b) residents’ parking permits? Answer: (a) Approximately 72,000 vehicle licence transactions are processed each year. These cost approximately £183,000 to administer. This equates to a transaction cost of approximately £2.54 each. (b) Approximately 3,700 residents parking permits are issued or re-issued each year, including special parking permits, reserved parking place permits and residents parking permits. These cost approximately £42,000 to administer. This equates to a transaction cost of approximately £11.35 each. So £25 tax for a permit that DOI has admitted costs £11.35 to produce. Message to DOI:- Disc zones exist because others park in these areas all day leaving no space for residents. It is not the fault of the residents that others park in these streets yet you seek to unfairly fleece the residents rather than deal with the real Issue. It is also unfair when you consider the demographics of East and West Douglas. The parking zones are mainly in areas where the residents are not high earners so just like the toilet tax its is those who can least afford it that you seek to fleece. Compare the £42k cost against other Government expenditure for example £188k on World TT series concept. Hint to DOI:- Most people do not change their car every year so the cost could easily be reduced by stopping issuing annual renewals. Simple cost reduction alternative: Every resident in a disc zone with a full driving licence may have one parking permit for that zone. The zone being determined by the address on the licence. The vehicle must be for private use (no vans etc)and registered to the same person at the same address. The permit automatically expires when the vehicle changes ownership or the person changes address. The person can apply to change the permit to any other vehicle at any time. Applying the above, as a permit holder, I would only have had one permit issued in the last eight years and my neighbours can tell a similar story. Where do I send the invoice for my hugely inflated consultancy fee or is it too sensible to meet with DOI approval?

  8. Apologies if this has been mentioned elsewhere but there is also the issue of employment. The current figures suggest that around 400 students start further education each year. If say 50% of these students are put off going to university then the Island needs to find, over and above existing job creation, an additional 200 new jobs each year. If this cannot be achieved then we end up with a further 200 more young people unemployed each year. I wonder if these costs were factored into the decision.
  9. If this is a serious project why not use Park Road for the school as it will be empty from September. If they need a halls of residence why not convert the old prison or at least the modern extension.

  11. At the PAG meeting, it was reported that a recent request for a list of properties owned or leased by IOM Government had been denied on the grounds of commercial sensitivity. Apparently, the High Bailiff as Commissioner decided in September that the information should be disclosed but it has still not been provided. There is also Spadoni Case and the recommendation of the Select Committee : "If Mr and Mrs Spadoni had had access to Document 437 at an earlier stage, this could have made a difference to the way in which their case unfolded both in relation to the MCA and within the Isle of Man. We recommend: RECOMMENDATION 1 That the Council of Ministers bring forward as a matter of urgency their proposals on access to information, in order to reduce the risk of non-disclosure in future of documents such as “Document 437”. http://www.tynwald.org.im/papers/reports/2009-2010/r0011.pdf

In the UK they have "purdah" "the time between the announcement and holding of an election, during which any governmental activities that may be construed as potentially benefiting or promoting a specific political party or prospective candidate are halted or suspended" Maybe the next House needs to introduce a similar rule here.
