Perhaps then, as requested, you should state clearly who you are referring to when you refer to non-UK citizens if EU residents are not included in that despite the fact they are all clearly non-UK citizens. Just to clarify - In using the term "non-UK" citizens I was referring to anyone who is not a citizen of England, Scotland, Wales or Northern Ireland. Does that help?
