  4. This was when I was renting 20 years ago, on the IOM. I was definitely paying the rates, in addition to the rent.
  5. I've been in the position of renter and rentee. In all cases, the tenant pays rates/council tax. If you're on a fixed salary, then contracted hours 40, actual hours worked >100 , still get paid the same. How does 'working harder' give you more income?

My mortgage provider allows -some- overpayment, but too much, and they sting you with a fee (I guess to cover loss of interest) Not only that, even after you've paid the entire balance off, there's a 'mortgage completion fee'. Yes this was explained, but being the Island, there wasn't a huge range of options.
  15. The cane was to the hand, although the PE teacher seemed to prefer giving daps to the backside. The school lasted into the 90s and then closed, AFAIK the policy continued to the end. I am a member of an alumnus group on Facebook, and it definitely lasted until at least the late 80s.
  16. I went to a private school in the 1980s that had the cane. This seemed to be the default punishment for anything from running in the corridor, to being caught smoking or fighting. Obviously this was meant as a deterrent, but failed to take into account playground politics: How often you got caned, was a badge of how 'hard' you were. What seemed utterly unjust to me was the policy of mass caning, i.e. if a teacher could smell smoke, and couldn't identify the culprit, the entire class got caned. No individual evidence needed. When you joined, your parents had signed a release allowing them to do this. So even if you were a complete goody two-shoes, you could still get caned for literally no reason (and possibly develop permanent nerve damage, tough shit)
