Isn't the Licence issued as a privilege by the regulating authority rather than being given as personal property?

 

If so, shouldn't it be returned to the Licencing Authority?

The proposal to Delimit Hackney licences will mean that any Taxi on the island can work in any area , as the current value of a douglas plate is in the region of £42,000 it is more likely that the eventual price once the market settles down will be somewhere in the middle .

 

Yes the plate is the property of the RTLC the price is a reflection of the earning potential , and is in effect the price of the current holders signiture on the transfer document .

 

as for returning the plate to the licencing authority , ask any douglas plate holder some of whom have paid in excess of £50,000 per plate if they want to just hand them in .

Correct. To accept cash or goods to the value of in exchange for a hackney plate is illegal, though this is common practice throughout the British Isles and has been for many years.

It will also mean that anyone who qualifies on the three points mentioned in Section 10 of the Transport Act 2001, i.e.

Professionally competent

Financially sound

Of good repute

Will be entitled to apply for their own plate. As the Act states that the RTLC shall hear all such applications and, if suitably qualified, shall allow a plate to be issued, it means that virtually anyone will be able to have their own plate. The value of them, when/if that goes ahead will be zero.
