It's a private deal in the main because they will have to come up with a huge chunk of money to purchase two sites from the Sefton. Areas get rejuvenated only when there are key footfall anchors in place. Once those anchors are built people are encouraged to invest in the between bits. Look at any town centre that has been rejuvenated in the UK and elsewhere, and developments follow that pattern. M&S is one such key anchor, another major retailer is required at the end of Castle Street, at the Sefton end. Do not look this gift horse in the mouth. . I can see automatic membership for the MHKs to sit and quaff drinks, sat down in leather armchairs whilst reading their Manx Newspapers.
