I think a lot of people were turned off the idea of going out when a few years ago most of the pubs decided to charge an arbitrary entry fee for that night only! There's also, as you say, the transport home issue, and the fact that if you go to a nightclub you'll be waiting 45 minutes at the bar for a drink. New Years Eve used to be one of the best nights out in the pub. The above is right enough but also since the mega damp squib that was the millennium, that kind of wrecked things. Bar staff wouldn't work unless it was 5 times pay, ditto taxis etc. So everyone went home to the their families and were miserable. Things have never picked up from there really.
