Tt Course Preparation

Heard on MR news that Marlow Construction have been awarded the contract after Kissack Bros have carried out this work for the last 35 years.The government, it would appear, decided after all this time to go out to tender for this work and only received 2 tenders back and it was stated Kissacks did not submit a tender. Is this a case of these civil servants trying to run the TT crossing a few more ts and dotting a few more is to justify their existence.I would have thought the experience and knowledge built up over the years would have stood for something and I hope the new contractor can deliver on time.

Yes seen that. Seems strange although Kissaks only have themselves to blame for not putting a tender in.

 

But where else in the world of motorsport is a builder responsible for course safety.

They're not. They are just putting the bales out FFS.

Or perhaps you think a digger driver who makes a gravel trap at F1 circuits is incharge of safety for that event?

We are luck that Marlow Construction put a tender in then , or we would have been in the shit wouldn't we !

Every piece of safety equipement is logged as to Type and position on the course so there will be no problem !

Interesting exchange in Keys Questions yesterday (Lines 213 - 233):

 

Mr Quayle: Could the Minister please advise me how much this process has saved the taxpayer, and does the person/company – which you have just mentioned now as Mr Marlow – who have been awarded the contract have the necessary experience required for running such an important role as the TT and Manx Grand Prix?

 

The Minister (Shimmin): In common with most other contracts, this contract contains a clause that prevents disclosure of contractual details, unless both parties to the contract give permission for this information to be divulged. As Mr Marlow is currently off Island servicing a piece of equipment for the contract, it has not been possible to get his permission. With regard to the idea of saving money, this was never an exercise to save money. It evolved because the previous incumbent for some 35 years, although doing an outstanding job, had not actually had a formal contract. This was put out to tender, as is common practice, and on this occasion the incumbent Kissack Bros Ltd chose not to tender. Therefore, it is unlikely there will be any saving. Indeed, after many years experience, it may well be initially more expensive to the taxpayer whilst the new company gears up for the same work as has been done in the past.

 

With regard to Marlow’s experience, certainly they will not have experience in this area, because one incumbent has been doing it for so many years; however, my Department have been satisfied that they do have the experience to take responsibility for the necessary work to be done.

 

So it looks as if the new contract may actually cost more money. It also appears that while Mr Marlow is in possession of a lot of equipment, a mobile phone isn't part of it. After all it couldn't be that our government would want to keep details of public contracts secret, could it?

I'm sure most builders are able to look at a map and be able to tie straw bales to walls in the right place, with bits of sisal, thats what Kissacks did. Must be a bit easier now as a lot of straw bales have been replaced with those big red and white air cushion things.
