If it's worth billions, why doesn't the city of London do it?

I am no civil engineer, but having read about the engineering difficulties building a new tube line under London I am going to guess a field at the top of Baldwin someone would present significantly less challenges.

If it's worth billions, why doesn't the city of London do it?

 

They'll just arrange the finance, insure it, sell on the risk, buy advanced shares in the company who is going to be awarded the contract to build it and then short the stock.

Rather makes the paltry £5M Dong are offering (and why no free power to us as part of the deal) seem like loose change.

 

Just think of all the saliva dripping from the mouths of our tinpot politicians and senior civil servants when they read of the billions the UK government is prepared to spend to solve this dilemma.

I'd like to propose they all take a trip to Chernobyl, on fully paid up expenses, to investigate further.

Because they don't like dirty radioactive stuff. Hence why they put trident in Scotland so that the blast of an accidental detonation would be dissipated by the time it reached London.
