No. IOM is in the Commonwealth, as a dependency of the UK. It can’t be an individual  member. However it participates in CPA, sends teams to the Games, and IOM representatives sometimes are included in UK Commonwealth delegations.

To say it’s not is like saying Scotland or Wales aren’t in the Commonwealth.
