Also, not everyone can move on. There are plenty of folk working in unique jobs on this island - "moving on" can imply leaving the island, uprooting or leaving family, or discarding a career of self-development in a particular specialism. Such consequences are not acceptable reward for exposing wrongs.

Too many people who are incapable of doing the job they are more than well paid for, like to blame their manager for either bullying or harassment.

Too many snowflakes and not enough heat !!!!!!!

Think you are way out of line with that one Dilli. Management are supposed to lead by example and train/educate the workforce. From what I see in government there is far too much bullying going on. I don’t work (and never have) for government but have enough family and friends who do. To a person they will tell you about the bullying practices that go on

Yes, staff complain about their managers, sometimes falsely and maliciously, still a different and separate matter to whistleblowing.

No doubt there are times when a complaint is an excuse for poor performance but that should not detract from the serious 'whistleblower situation whereby the weight of the CS is mobilised to identify a complainant to discourage others from doing similar.

The reality is if you have the audacity to whistle blow here you have to have a one way ticket for the next boat out of here!
