Completion date thrown off-track, says DoI Minister

It's 'absolutely impossible' to put a put a completion date on the Douglas prom scheme, but work will continue into next year.

That's the word of the infrastructure minister who's been quizzed on the subject in the House of Keys this morning.

Tim Crookall says the overall work is '95% complete' however the rail regulator has raised a concern with the tramway points at the bottom of Broadway, meaning they now need to be modified at a factory in the UK.

Work on a seventy-metre section of tramway between Broadway and Esplanade Mews cannot continue until they're returned.

Mr Crookall previously said he wouldn't give a completion date on the promenade refurbishment scheme, and said he still wouldn't until the finished road was being swept and cleaned:”

The contractors and more importantly, the DoI collective, must have been rubbing their hands when Tim nice but dim, was appointed.  So we will just do away with deadlines and see how things progress.  It was noticeable after he first made the no deadline comments the work almost ground to a halt.

Any construction project big or small will have a planned programme. Yes, almost inevitably that programme will change and so will be updated - maybe daily, maybe weekly. Maybe even hourly.

But there needs to be a plan. Except, clearly, on the Isle of Man.

It looks like Auldyn have won themselves a golden contract with this little beaut.

It literally says in the post why it ground to a halt.

He would be mad to set a deadline when work is dependant on a specialist off island and then getting the rails back here.

Is it ever designed to be completed though, or a permanent work-in-progress with continual revisiting to modify and remedy? Now the points need more work, another section of the tramway is "put back", along with that already announced. This will see some people into retirement.

Find out how long the work will take to deliver, including cost. Ask the fucking 'specialist' to give an estimate. If they can't then employ some fucker who can. 

Or make a fucking informed guess.

Then incorporate that work into the existing (if only?) plan.

It is not fucking fuckety fuck fuck fuck "impossible" to give an estimated completion date on anything.

Employ people who know what the fuck they are doing. Make a plan, allow for contingencies, and give a fucking completion date.

If there is some unforeseen problem then update the fucking plan accordingly. We all understand this sort of project is 'fluid' but that does not mean it has to be like a rudderless floundering ship.

This could be the first ever construction project that has a programme with no planned end date

The end result being we have to ask what we’ve actually paid £25M + for? Once the walkway is done as a separate project and then the next section of the tramway it’s probably going to be somewhere near £45M. It’s hard to believe that some people aren’t literally making mega bucks out of incompetence on this scale.

it will be impossible to give an exact date for the completion of the promenade works , there is a defects period yet ,and in my opinion much of the work allegedly completed is substandard and should be required to be done again  there is also damage to private properties that needs to be addressed , 

I don't know who came up with a design for the points on the horse tram rails ,but that, and the installation of the track looks like its also going to cause a significant delay , 

Add the possibility of contractual disputes ,and areas that might very well go to arbitration , we will be lucky if we see the prom taking shape before the springtime ,

in fairness to Crookall he has taken on a job most people would run a mile from ,and with the added possibility of a public enquiry into the cost and delivery of the whole promenade scheme , please give the Lad a chance !

I don't think anyone would expect an 'exact date'.

But at least a target date would give some assurance that they might know what they are doing.

No date gives the clear assurance that they don't know what they are doing!
