The short answer is that it was meant to be.  The DoI needs big projects to justify the salaries and positions of those in charge.  If there is not any need they have to be invented.  With no scope to build new roads (like the one you describe)[1] old ones have to be reconstructed instead.  Even if there is no actual case for it, one will be dreamt up, as it was with the runway extension.

[1]  Edited to add it's not really fair to compare new build and even extensive reconstruction like this (though some are saying what's being done is actually less extensive than claimed), as there are the problem of dealing with existing services and so on, though there are also different feature with a new build.

I sometimes wonder if there's any link with VAT as well...?

Tim Baker was fun on the radio last night. Apparently there are just a few cracks in the concrete and repairing them won't be a big deal.

Also the dispute between the designers and contractors about the cause of the cracking is perfectly normal and will be easily sorted. 

Did he by any chance have a PR job for Saddam Hussein's government during the last Gulf War?

Well if it's so easy why haven't they done it already ...and as for the legal issues ..bullshit it is what it is..that can be sorted out later as enough examination ,core samples etc have been taken . Baker fits in really well  with the overall mentality of everyone else involved with this project ..not a clue !! Get it fixed. The bottom line is they are not sure of they know what's caused it ..many things in my opinion . Why haven't they continued with the tram rails and red concrete between them ?

It would appear there is yet another Douglas promenade blunder. A big item was left off the budget. Have no fear though Phil Gawne is about to spout what he thinks of what’s been happening with the redevelopment.

I doubt Tim Baker would know how to mix concrete never mind how to repair it. And patching NEVER looks right and almost always leads to problems later. Wonder if they're still pouring it right up to the rails?

We had quite a good frost the other morning,  a few more in weeks to come might test the quality of the concrete.

Have a friend who's going to count the cracks over the weekend so watch this space !! From Strathallen   to  entrance to Palace Cinema .

Gawne has already spouted some of his views on Twitter. The man is a wanker who should just keep his trap shut.

He has in the Examiner today too...basically if they listened to him and his plan to put Trams on the walkway it all would have been finished now !! Really ! Still DOI so no chance

Gawne is one of the most full of shit politicians we’ve ever had. Completely delusional in most respects. Thought he was going to be chief minister last time round and declared it in advance. Now a part time clerk for village commissioners.

They were this morning . Build up concrete , grey before tarmac between rails
