This stinks. The current plans are obviously not going to be passed, but presumably are intended to lead weak minded planners or politicians towards granting a smaller residential development. There should be no forgiveness for any that do.

An interesting challenge for the planning people as the proposed hotel isn't financially viable in itself (ie the consultants have said it is operationally viable)

So they will only get the proposed hotel there with the sale of the proposed luxury residences funding it

Quite what the point of building an hotel that is only 'operationally viable' is I do not know

Create jobs for people that would have to be imported?

Building just the hotel would be far too expensive - servicing the capital would not be viable. By building the apartments as well the cost of the hotel comes down and shares some facilities with the apartment owners. It's not uncommon these days.
