There's a lot of difficult concepts and difficult decisions being made here.  I'll have a go at a further explanation.  Possible long post ahead. First the difference between 'public health' and

Not if you're casing the place to site a quarantine area offshore. Think about it. If UKG opens it's borders and folk rock up with the virus, where are they going to put them?

Skelly is most likely seeing ££££££ signs. This could be the next Department of Enterprise big money spinner - Quarantine Island.

This particular individual has quite a few convictions to his name. He is well known to the Police.
Unfortunately this individual will be strain on the Isle of Mans economy, living upon state handouts, unless a miracle occurs, the individual learns a trade, gets qualified, gains works experience and actual employment. Like with many others, I doubt it, he will likely be supping on the Islands teat.

Benefits should not be available to anyone with a criminal record. Let them rot.

The Island was used in WW1 + WW2 for alien internees (the Calf was even looked at for prisoners in the Napoleonic War) so the Island has 'form' here - maybe the Knockaloe centre might get its replica Knockaloe hut built as part if the UK decide to build another 'black city' tho in WW2 they requisitioned boarding houses + cordoned off Port Erin + Port St Mary for women + family groups)

The so-called State of Emergency has been extended until 15th May by the Lieutenant Governor.

The Island's economy can't survive much more of this. Alf Cannan will be tearing his hair out!

Why do you think that? The money he has already taken from reserves is supposed to last 12 weeks, I.e. Until mid June.
