Only the first in a long line of issues regarding the DHA and their wilful mismanagement of either data or specific legislation regarding individuals and their rights/entitlements. Watch this space....

So if they fine the DHA, and the DHA subsequently has a budget shortfall and goes back to Tynwald for a supplementary vote, what happens then? What is the point? It's a fantasy.

It does say that the fine was proportionate to the DHA budget. Don’t think they’ve ever gone back for supplementary cash? One of the things the cops were good at was living within budget, even though in some areas, such as training it meant provision was woefully short of where it should have been .

As a layman, do I understand this correctly.

A Government body has found another Government body guilty of breaking a Government regulation

The then said Government body imposes a fine on the other Government body,

Which will be paid from the Government to the Government.

No names, no accountability,no costs, no cares.

It looks to me like the DHA failed to provide access to the data they hold on an individual when requested. 

Certainly not the worst offence.

Depends on what the data was.

If it was to stop an injustice, how could it possibly be worse .

And the best part is we will never know,

I would love to know if there was a political intervention into stopping the data being released.

again, we the people will never know.

The fine suggests that it may have not been that serious.  Take a look at the what penalties are available to the ICO.

Whenever has a fine place on Government been subjectively proportional to the seriousness of the offence.

The learning curve or lesson have been learnt, comes into place.

The answers to all Government woes.

Jebus, that would set a precedent. Can you imagine the exodus from Govt employment if people were told that they were to be held personally accountable for their cock ups and/or costs to the taxpayer (as it should at least partly be IMHO)?

The Steamie would have to hire extra boats. Just for the DOI :lol:
