It was the second STV, two candidates. It's always a bit difficult to compare with first (and second) past the post. Maybe he would have scored more, or less?

No idea.

Keep in mind that every voter has two votes to cast, so if 40% people vote (turnout of 1,800 voters) there will be about 3,600 votes cast.

All figures based on nothing but near random guesswork.  Unless of course they're bang on the money, in which case it took hours of research and natural insight of the kind that would have me crowned/burned at the stake as a prophet in a former age

Actually, that's not the necessarily case: people can and often do only use one of their votes, and in quite large numbers sometimes. In 2016 there were only 3,149 votes cast in the Douglas South election despite the unspoilt ballots numbering 1,808, so only about 87% of the available votes were actually cast. Glenfaba and Peel was even worse, with only 80% of the possible votes being cast.

Generally, the figure looks to be closer to 93% to 87% though that may well go down further in a by-election only one year before a general election. In fact, people may be even more inclined to do so when there are so many candidates, if they believe that's the best way to optimize 'their' candidate's chances of getting in.
