Now you're being silly, nobody has to rob anyone. Despite what people want to believe, the TT wipes its nose for IoMG and brings in an economic boost on top of that.

25 years ago the building costs for new Nobles were taken from the NI fund surplus. It caused a furore at the time. Bernie May lost his seat at the 1996 GE because he was Health Minister at the time.

Im not aware it’s been touched since. CT is right. It’s ring fenced. It would not only be politically inexpedient to suggest taking funds for anything other than state pensions/benefits and the annual NHS subventions transfer, it would be political suicide.

Where else would income support benefits come from? Yes, MERA and other income support schemes have been paid out of the NI fund. Total is about £70million to date. The fund had a £925m surplus at 01/04/2020. It’s budgeted to be replaced by 2023/4. That’s rather different to a raid and non repayment.

Surely ring fenced means it shouldn't be touched at all? Not "borrowed" from and payed back sometime in the future?

I'm aware of that.  I just didn't get the context of the statement really in relation to what Chris Thomas had said.

Aside of that, a new hospital made complete sense and the funding method used also made complete sense.

I don't have a view on the funding of it just the fact CT said "over his dead body" or words to that effect would the NI fund be raided!
