Excellent, you can rotate letters and move them. What else could you need...?

I tried converting to numbers to see if that came up with anything - no joy.

 

It's a bit small to be a solvable cryptogram.

I got up to the ROT13 one which was easy enough but am stuck after that.

Also, I'm not entirely sure i solved floor 4, I just sort of fluked it to 7 . So, stuck on 4 and 12
