My punishment would be...

30 point deduction from this season, no European qualification via cups, or winning Euro trophies.

Each loses something and but their performance this season relative to each other impacts their outcome  -

City - lose title, maybe lose CL place

Utd - lose cl place,  maybe get a Europa place

Chelsea - no Europe, remote relegation chance

Liverpool - no Europe, slim relegation chance, lowest league finish in 50 years

Spurs - no Europa League, relegation scrap

Arsenal - Would need to win every game to stay up.

For the others  -

Leicester and West Ham - fight for the title (Leicester could do the double)

Everton, Leeds and Villa - compete with City for 2 CL and 2 Europa place between them

Wolves, Palace, Southampton - compete with United for the 1 remaining Europa place

Newcastle, Brighton and Burnley - outside chance of relegation or Europa League

WBA & Fulham - One or both could stay up

Sheffield Utd - Outside chance of staying up

Increased revenue from Europe for several clubs.

Loss of earnings for the big 6 via no Europe.

Increased league prize money for most of the 14 teams.

Championship teams get increased gates next year when Arsenal or Spurs turn up.

The timing of announcing it was just bananas. I can only think it's a genius move to usher in a bundesliga  51% supporter owned  majority. Good news for the big 6 owners, they can cash in half their shares at an inflated price before a few more years of covid variant disruption. Selling half the shares now will probably realise more than the price they shelled out originally.

@Declan I can understand where you are coming from but such draconian punishments would also punishment the innocent players and fans.

Big fines are what is needed and preferably ones that have to come from the owners pockets not club funds.

The big six should also be stripped of any influential positions or roles in the Premier League,  FA or UEFA.

UEFA need to remove the legacy nonsense from their Champions League proposals as well.

No fun in that though is there?

Declan's proposal was much more entertaining but I would also implement an average starting 11 age of 37 and an average height of 5 foot 5.

Admittedly, this is a theory that struck me only yesterday while conspiracy meditating. There may be the odd hole in the story.

I must try this conspiracy meditating

Disgraceful scenes at old trafford today. Greame Souness could quite easily have been killed by a flying can of lager. Absolutely outrageous behaviour. An immediate  20 point deduction  is the only sensible solution. End of.

20 points is a bit harsh.  Liverpool will be in relegation trouble then.
