Is there a Manx equivalent to the UK's DVLA form V888 (sourcing details of a registered owner of a car)?

I don't think there is? I once tried to find the owner of a vehicle, for professional purposes, and the then Highway Board wrote to the owner to ask permission to pass on their details. They wanted to know the reason of course. 

Manufacturers can apply for a list of owners of their cars in a particular chassis number range for recall purposes, I think there is a charge for this service?

Same here - someone was interested in buying a car I owned and contacted IoM vehicle licencing. They then wrote to me, giving me the contact details of the person who was interested in the car

I think you just write to them citing the reason?
