I once tried to find the owner of a vehicle, for professional purposes, and the then Highway Board wrote to the owner to ask permission to pass on their details. They wanted to know the reason of course. Manufacturers can apply for a list of owners of their cars in a particular chassis number range for recall purposes, I think there is a charge for this service?
