Subject to planning enforcement. Details on the planning webpage. One is fine, the other is in the wrong place, or too high and works done to raise the plot and land not included in the site plan so I believe.

It's a private road. The owner can open and close it, or charge whet ever it likes.

It's a private road - it's closed off Xmas Day to keep it a permissible road under the rules.
Fixed penalty should be replaced with a fixed fee - of £1000 to leave a car unattended (i.e. Parked) on that stretch of road. Get out and walk away from the driving seat for anything other than opening a door or the boot - the fee is payable.
Just slap the invoice payable on the screen.
That should cure the issue over night.

Too bloody right. If they got out of cars and vans now and then -
A) less will be getting bent and busted and a few quid in fuel saved.
B) they may start to connect with the public.
C) realise what goes on around the streets.
Years ago the local police station made a big thing about bobbies walking about. Saw one soon after and we had a chat and a cuppa.
Never saw him - or any other copper since.

Stop the bus and bring the bus management to the bus - not take the bus to the management. Simple. I know of a school in the UK that had issues with a private coach company doing school runs - and they insisted on a representative of the school staff to be on-board on the home run. Another simple approach.

Apparently the new terminal has already got awards for being the best of it's type ever built, in it's class.
