'zooming along the pavement' at Peel Road, 'blasting down the pavement to Groves Road' How fast was this guy going? Sounds like well over 4mph. The legislation in IoM isn't necessarily the same as in the UK - is there no speed limit on the pavement in IoM? TT style mobility scooter races!
