Thing is Albert, if they didnt build a new HQ, the money would be taken out of their budget, and probably given to the DoT. Imagine the damage the DoT could do with that kind of wedge? Sadly £5.3m equates to only three roundabouts in DOT budgerary terms. They have to find at least £1m to fritter away on any badly designed ill concieved and utterly useless project they come up with.
