I know local election turnouts are never great but the people who cannot be bothered to vote will no doubt be the ones who complain about everything. That's not actually too bad for a local by-election, especially when there was one candidate who was obviously going to get in. The only unusual thing was that it was contested - in rural parishes there's usually there's a sort of informal consensus about who should take the vacancy and avoid the cost of a by-election.
