My rough understanding of the "1 - 10" doctrine is that for every combatant you kill, 10 civilians are killed/wounded and for every civilian that is killed/wounded you create 10 more combatant/supporters.

A quick search reveals that the methodology for collecting these percentages vary wildly depending on the source. None of them, including the figures you posted, are to be taken as any way accurate.
