A bit like an angry teacher who has been handed in a shit piece of homework, the Equality Bill should have been thrown back upstairs "must try harder"

 

(during the course of the Bill, it will go back upstairs, for the first class carriage gravy-trainers to have a peruse through. I think they'd be best to stfu when it does go back up)

[The new Equality Bill] unusually started its course in the Legislative Council. Those wise men. Well I suppose they got sick of being ridiculed for their 20 minute meetings upstairs from Keys each week and needed something to chew on. Clearly they didn't do a very good job.

 

The Equality Bill's clauses stage was actually split over three days in LegCo:

 

TUESDAY, 26th APRIL 2016

 

so as not to over-tax the members. On some days the poor dears had to sit into the afternoon - you can imagine how traumatic that was for them[1]. Each debate takes up about 20-30 pages of Hansard, but nearly all of that is taken up with the pre-written speeches of the Acting Attorney General[2] explaining what each clause in quite a long Bill actually does.
There are a handful of desultory questions mainly Turner going on about his hobby horses as usual. Anderson and the Bishop put forward a couple of "Get the gays" amendments (which were lost), Cretney read out some technical amendments from Departments (which went through), Wild was embarrassing in the few interventions he did make (maybe it's good idea he doesn't show up any more), the rest were pretty much silent.
There's obviously scope for a body that scrutinises prospective legislation - it's just that current LegCo aren't up to it.
[1] On the last day Christian actually tried to ignore the last item on the Order Paper and shut down the session early. Given that LegCo ended up sitting for nearly four hours that day, you can see how the stress might have confused her.
[2] There didn't seem to be a LegCo member competent enough to actually pilot the Bill through - Thomas is doing it in the Keys.
