Personal Allowance Credit

There is a shock in store for those expecting to receive a Personal Allowance Credit for the tax year April 2014 - April 2015.

 

Eddie Teare in his budget of speech of 17 February 2015 changed the qualifying conditions for the Personal Allowance Credit so that unless you are blind, disabled or over you won't receive it. This change in qualifying conditions was backdated was backdated to so it came in to effect from the start of April 2014 tax year. Seems amazing that this can be changed so close to the end of the tax year, punishing the poorest and the lowest paid. There will be many people expecting this payment and probably even replying on it, so to sneak it into the budget just 7 weeks before the end of tax year is disgusting.

A modern day Thatcher is precisely what both the Island AND the UK desperately needs.

 

^ Couldn't agree more! Someone to come in and smash the damn public sector unions which are pulling the island and its future down a drain hole just to keep cashing in their overpaid salaries and pensions. At what point do we say: no more? Surely when we start going into the red, if we haven't already, then it becomes unconstitutional for a government to continue to put us into debt in order to serve their own interests. Government is supposed to be there to serve the people, not the other way around.

There are conflicting reports about this online, but having just read a transcript of the Treasury Ministers budget speech from the link on Govt website, the change takes effect in the 2015/16 tax year. So it's a year and 7 weeks notice, isn't it?

The PAC was frozen last year at £500 for those with taxable income of £9,300 or less. For


2015/16 the PAC will be reduced to £400 and will only be paid to the elderly and disabled


with taxable income of £9,500 or less. My ultimate aim remains that this will be one of the


benefits eventually replaced in a new benefits system. All benefits need to be paid via the


benefits system to ensure that we are making payments to those who really need the


support. I will ask the Assessor of Income Tax to work with the Director of Social Security


to put this in place for 2016/17 so that 2015/16 can be the last year of the PAC. For people


who previously benefited from the PAC the Income Tax Division will endeavour to ensure


that they claim any benefits to which they are entitled.
