It would be a big leap forward for anyone other than the experienced Mr Crookall Maybe one of the more independent enterprise agencies - tourism and MNH perhaps? Oddly enough Quayle was right about not breaking up DoI. If it is 'too big' to be manageable, it's because it has become too bloated and has taken on too many projects of dubious usefulness (at best). It's core responsibilities are no different to other Departments, it's just that its management has been allowed to do whatever came into its head for the last decade plus. Its response to the Beamans Report very underplayed criticisms about it taking on too many projects was ... to announce more projects. Far too often 'reorganisation' has been the way in which malfunctioning Departments have been allowed to continue unchanged (but with payrises all round). But the responsibility doesn't stop at the DoI. The Treasury, the Cabinet Office and the AG Office all have responsibilities here as do the various planning functions.
