Headteachers on island are short on funding. Coming up with good solutions to prevent poor behaviour and bullying situations is becoming increasingly difficult. Coupled with that, recruiting good, experienced staff is harder than ever (some of the best staff at secondary school level have been leaving the profession altogether to pursue better paid jobs in the private sector) and this has an inevitable impact on the quality of lessons and pastoral care.
I also agree with Thommo that suspending a student often has little impact.
