`Just to add a bit more grist to the mill, you don't even have to close a road to organise an event and compete on it. There is provision within the law to compete on open roads, so the issue of ownership is fairly irrelevant in terms of who should and should not be allowed to use them.

That depends if there are speed limits in place and which format you are using. You always have to obey the law while the road is open, but that doesn't always mean speed limits on the IOM.
