Discretion of the Master still is an important part. I'm sure there are times when the weather is allowable according to the limits that it would still be a really bad idea to sail - that's where the decades of experience come in to play. 

All of us forum and social media commentators can talk about it until we're blue in the face. But none of that is valid compared to the experience of the crew.
