Even making some basic assumptions to calibrate things for the weighting, so beautifully described above, and missing from this survey. If nothing else, to test the validity of the results. Affordability indices are commonplace elsewhere and those characteristics could be used as the basis for measurement. Better than this random nonsense anyway. Not really. That wouldn't pick up non-VAT items, such as food, purchases made online or off-Island and so on. The only way to find out what people are spending is to ask them. The problem is that it is done so infrequently and in such an amateurish way by people who don't seem to know (or maybe care) what they are doing. I'm not saying this sample is made up entirely of retired civil servants, but I suspect there are more than there should be. There are wider problems in this area to do with how indices are construct and used and, with so many purchases made electronically (including things like direct debits) there ought to be scope for some innovation and checking. But in the end you have to ask real people what they are doing and attempts to do clever data mining will always miss stuff because your algorithms can only find what you expect to be there.
