There should be IP Board settings available that only include the last one (or two or three) quotes in any chain to limit the bloating. Any such restriction would get my vote. (Not that this is a democracy.) There is another IP Board forum I visit and that is exactly what happens. It also does other things like send a notification to you if somebody quotes you.
