They did a really rubbish job of that. They could have made the plinth circular and integrated it at the same height as the step behind the sea wall with enough width to make it into a seat. Instead they made it square with one corner creating a pinch point with the sea wall and the other jutting out onto the pier. OK. It's a really really ill thought out (if at all) rubbish job.
