Your probably right that about the teachers, but why do you need exams on subject like how to fill a tax return in or how to balance your bank account. Do we think the IOM government is serious about understanding youth crime and dealing with it in a positive way? Or is this just another report that says it is difficult and involves many different agencies. I don't see any real policy around young people. We keep saying we are a small island that can do its own thing. But somehow we are not all that inventive. There must be a very small number of young people who need help. Admittedly worker bees will then look after them, like some sort of weird inverted surrogacy. Nonetheless you do raise a valid point. The economic ramifications of declining populations aren't fully understood, but on the face of it would appear to be bad assuming the current economic capitalist models are maintained. Quite a few studies helping criminal kids (and various other mental health issues) with outdoor activities. Although these are usually inner city kids that rarely see anything not made from concrete and steel. There are however private options doing the similar things like the Venture Center and Adventurous Experiences that could be utilised assuming they'd be happy to be involved (paid obviously). No such thing as 'criminal kids' in my book. Some of our local kids don't go out into the countryside.
