Not a trial run but a long-established practice of prescribing heroin to those already addicted known as the British System, though ironically since the 60s the British have been less enthusiastic about it since.  It mainly became replaced by the prescribing of methadone as a heroin substitute, though replacing one addictive drug with another that is even more addictive has always seemed an odd thing to do.

Yeah, not really, it is pretty nice. It wouldn't be a problem if it wasn't.
