No...it's the usual way, if applicable in this instance, of absolving somebody of responsibility for their actions and/or failures.

Without admitting to the failure of oversight that in itself allowed those actions and failures to take place in the first instance. Win win. Except for the taxpayers. It has become standard practice in IoM Govt at all levels, including LA.

Not sure. There’s rumours that he is in line for a “special project” role at the SPC once he’s taken his huge sack of gold pension lump sum.
