(Ultra vires was debated if memory serves me correctly, but Profitt left soon after). I love the line that water rates have 'only' increased by inflation (6.4%) The Govt recently consulted about inflation indices with a view to removing RPI (as they say it is not an accurate measure) and replacing it with CPI or RPIJ. Never challenge it to a game of football, coz the goal posts keep moving, the scoring system keeps changing and for every player from the other side, there are 1573 defenders to block you in. The offside rule never concerns the home team and the away players bench needs a planning application.
