I know you are a fair bit younger than me, but that track sounded like something from the late 60s and you were a very young child then, if indeed you were born.

Garage? Who the hell ever danced in a garage?

Garage Rock is style of music originally from the 60's. There were thousands of bands formed by teenagers in America after the Beatles and the Stones. They often practiced in their parent's garage, hence the name.

 

The best singles were compiled in several compilations in the Seventies and these were quite influential with punk bands. The second Primal Scream lp certainly draws from this influence.

 

Maybe the writer is conflating that with the dance music genre of the 90's.
