Road Tax or Vehicle duty is a none starter, But I do believe that to ride on the highways people should have taken their cycling proficiency training and received a certificate, which if asked for should be produced as any old idiot can just get on a bike and ride on the roads. The same goes for horse riding their should be some form of training before attempting to ride on the highway if there isn't already.

Don't mind the horses , always slow down and give them a wide berth, but not sure about the riders  taking their dogs for a walk while riding round 'church bends'

Yes there was a lady cycling on the prom yesterday with a dog in the basket at the front. If it had jumped out of the basket it would have caused an accident. Hard to believe that it’s legal to be able to do that. It’s just stupid in heavy traffic on a Saturday.

Roads before asphalt were lanes which catered for horses and cycles both before the advent of the motor vehicle so in theory should be allowed on the roads without issue, however, asphalt was originally laid for motor vehicles and continue to do so and increasing in numbers therefore the roads shouldn't really allow horses and cycles unless some kind of insurance and tax is paid, and even then im not sure it wpukd be a good idea to jave them on the road as our network of roads can't cope with the myriad of people using them as it is.

This island contradicts itself constantly, on the one hand the island is promoted as a speed freak racing destination with a no limit national speed limit but then also wants to encourage active travel on the roads with piss poor half arsed cycle lanes (2 of them, both of which are shit), this doesn't make any sense at all.....it's all one big fucking mess, narrow b roads with cycles, fast motorbikes, buses and HGVs...fucking mental and it'll take a miracle to sort out, if ever at all.

Perhaps because it is a legitimate argument?

Anyway on another matter cyclists may and do suggest that they should be exempt as they do not create any emissions. To which I would  say what about the extra emissions unavoidably created by a queue of traffic stuck behind a pack of selfish cyclists, riding three or four abreast, which cannot be safely overtaken.

Surely it is only equitable that cyclists should make some contribution towards the environmental costs that they create?

Fully agree but when anybody can take a boat out to sea without any training, there’s not much chance of enforcing any cycle related training.
