I think it could include pensions.  There were 17,205 people over 65 in the 2016 Census, though some will have a pension from elsewhere and some will collect from the Post Office.  And things like child allowances will be included in benefits as well.  There's a lot of people who aren't 'on' benefits who get benefit.

Presumably the people involved are fairly high up in the Treasury (it's a lot of money in total), so they should have other things to do the rest of the time.

Hooper incidentally had a second go at getting any sense out of Cannan and got the reply: "Treasury officers are working closely with Internal Audit. Internal Audit will provide a report to me and other Treasury politicians tomorrow morning and we will progress matters from there".  But you wonder why it took nearly a week.

A bit like Internal Audit falling asleep for the last 5 years or so over the billing out for NHS services provided to private patients.

In another thread very recently posters were commenting how Cannan’s standing in the eyes of his Tynwald peers has plummeted since the election of 2016, to the extent that his chances of being the next CM are diminishing by the day. This is perhaps an illustration why. Not so much the problem itself, but the wretched tsunami of hogwash he’s spouted about it.

(Mind you, he always was, and remains, a lot less bright than he thinks he is and than some Tynwald members thought he was).

Well there must have been some auditing or we wouldn't have know they were making a loss.  But the problem with Internal Audit is that it is internal.  Presumably they can write as many reports identifying cock-ups as you can imagine, but there's nothing to say that anything gets done about them and they only very rarely see the light of day, usually long after they could have done any good. 

If it suits the civil servants in charge of the department for things to go on as they are, then that is what will happen.  And their obedient minions in the Keys will agree and make sure that their wishes are carried out.

Topping up CS/PS pensions from the public purse but tightening benefits for the lower orders to the point where they're obliged to access foodbanks and free school meals is not a good look for a potential Chief Mnister
