Could/should the MSPCA or indeed the RSPCA or similar bring a private prosecution?

You’d hope so. Not to mention banning the woman involved from ever having an animal again now that she’s decided it wasn’t worth complaining about- presumably she’s got back with the scum who killed her dog.

There was a very similar event around here a couple of years ago.  Charges had to be dropped because a witness withdrew her evidence in spite of the dog having to be put down because of a "farmyard accident".  Soon after the case being dropped an "extrajudicial incident" is alleged to have taken place.

Let's just get rid a the Police and take the law into our own hands all the time!!!!!!!!!!!!

Some of the language above could be said to be idiom of the type of person they are describing. It does not serve to address the problem.

There are more problems to be solved in this case than the lack of a prosecution to satisfy the baying mob.

Third parties (as opposed to actual victims of a crime) who withdraw witness evidence should be prosecuted for wasting police time and taxpayer money.

Without her say so, (or rather, without her complaint and willingness to testify in court) there was clearly no evidence to say the defendant strangled the dog. The dog was still strangled though. And left in his/her shed if I remember the case correctly. 
a domestic that got out of hand? Bit of an understatement methinks. Most people have a barney with their other half, and occasionally things unfortunately cross over a line. Can’t say I’ve ever heard of a domestic animal being brutally killed because of it though.

It is a slightly odd case based on the report that appeared (in IOM Newspapers) earlier in the month:

A 45-year-old man has denied strangling a dog to death.

Klaudiusz Maria Grzesiak, of Ballacannell Estate, Laxey, pleaded not guilty to destroying property, namely a dog, and causing unnecessary suffering to an animal.

A pre-trial review will be held on December 24.

Mr Grzesiak appeared in court last Friday after a red cocker spaniel named Milka was found dead in a children’s shed in the garden of the family home on November 19.

Milka, who was three-and-a-half-years-old, was found in the shed by Mr Grzesiak’s wife after the pet went missing.

The dog was wrapped in clear plastic and a black bag.

A postmortem examination confirmed the cause of death as strangulation to the front of the neck and injuries consistent with trauma were found on the dog’s back.

A further report is awaited.

It is alleged Mrs Grzesiak received text messages about the dog after a verbal altercation with her husband the day before the dog was found.

High Bailiff Jayne Hughes accepted jurisdiction meaning the trial will be held in summary court. Mr Grzesiak was remanded in custody.

It's not really clear how the wife's testimony would be essential in obtaining a conviction.  Any evidence would come from either forensics (ie the dead dog) or from the wife's phone data and her text messages. So her withdrawing any statement shouldn't matter too much, though it might make prosecution slightly more difficult, especially on the criminal damage charge.  It doesn't seem that she witnessed the death though.

After that appearance in Court on 29th November, he then appeared and got bail on the 3rd, though it's not clear if he had been held in custody before the first hearing.  He did spend the weekend in Jurby though, maybe his wife thought that enough.

IF that’s the case, they’re as bad as each other. To strangle to death a family dog? Sick fuck(s).
