Yes if you’re worried about burglars it’s clearly much better to keep a massive big fish gutting knife in your unlocked cutlery draw that you could instantly stab someone to death with than some pava spray in a locked cupboard which could harmlessly incapacitate someone for a maximum of 15 seconds (after it took you 25 seconds to undo the lock on the safe). People hand in ancient illegal stuff. Meaning they've missed Gawd knows how many previous amnesties. So why was this guy different? He wasn't out using it on the street any more than some 19th century crossbow or WW2 pistol that's been equally locked in a cupboard for a few years.
