  2. At least Manx Care has a Cost Improvement Programme and a target to save millions each year-which they have done.

  4. The first question on Tynwald Order Paper April 16th is from Julie Edge MHK asking about 'fiscal responsibility' (balancing income and expenditure) and 'financial disciplne' ( taking control over money). Let's see what our Chief Minister's response is.
  5. I think there is a problem because the IOM Steam Packet was not included in the list of publicly owned companies when they drew it up in 2015 when they brought in Freedom of Information. A basic drafting mistake I suppose - not allowing for future events. Just because it is 'at arms length' shouldn't mean we can't find out what it's up to. The same applies to the Manx Development Corporation, I suppose.

  11. This government seems to have 'visions', 'plans', 'strategies', 'policies' and 'frameworks'. Put those into your scrum.
  12. They've got that iterative idea in Waste Management at DOI. It means they don't do anything and our Waste Strategy is rubbish. 'Unlike previous Strategies, the 2018 Strategy is not a single printed document. By its very nature a Strategy document, once published, is almost out of date the moment it is finalised, and its relevance in advising contemporary decision making decreases with age. The 2018 Strategy format is intended to be flexible, responsive and iterative.'

  15. We can't even deal with sewage in the sea in Peel and Laxey 20 years after IRIS was promised. Now there's a real problem that needs solving. Has anybody got the energy to tackle it?

  21. As people on here don't seem inclined to read the Report here is the first recommendation. 'Recommendation 1 That Tynwald is of the opinion that any Order in Council which extends to the Island provisions of any Act of the UK Parliament, should be laid before Tynwald at the earliest opportunity after it has been made; and that the Standing Orders Committee of Tynwald should consider and report on how such laying might be guaranteed. 8. The UK Parliament at Westminster last legislated for the Isle of Man without the consent of Tynwald in 1967. The ability of Westminster so to legislate, although not actually exercised, had a visible influence on Manx legislation in the 1990s. In a series of debates on beneficial ownership registers during the years 2017 to 2019, Westminster parliamentarians appear to have given serious consideration once again to taking such a step.'

  23. That's the trouble with our MHKs. They try to dabble in everything. They should leave DHSC and Manx Care to get on with things. Manx Care has been given a mandate and will do their best to fulfil it.
