We can legislate to differentiate between "acceptable" sky fairies (God, Yahweh, Zeus, Thor) and "unacceptable" ones (Allah to start with). Some people overtly follow the unacceptable sky fairy, so they will be the easiest to round up - at the mosque, for instance. But the sneakier ones will keep their impure thoughts hidden, and will have to be caught out more subtly (they might have beards, for instance, or not eat bacon). Big benefits cuts for families with more than two children.
