There could be lots of factors here; some of which have already been touched on. It could also be a better detection rate given the authorities greater access to online activity and the funding and resources targeted at that detection. We're a small population compared to other jurisdictions with a long history of close monitoring and intrusion - I'd be surprised if much gets missed. The UK CEOP would be quite jealous of the powers and latitude of the Manx authorities in detecting and prosecuting this sort of activity.

The predicted response from the usual suspect already. One of those cases I linked to was caught with 900,000 images. So assuming it's an MT account every time he logs on or re boots his router a new MT IP gets assigned. So that's god knows how many thousands of Manx IP addresses associated with downloading 900,000 images from sites known to be hosting kiddy porn over a long period of time. I'd say, accepting Chinahands valid points about statistical bias, that one or two prolific online pervs downloading close to 1m pictures (like one already caught and prosecuted in the Manx Courts) could easily account for a lot of the spikes shown around Manx IP addresses. It's certainly worth debating some of the likely issues more.

If the figures are sincere, then it's probably a single server at one of our data centres acting as a proxy for a mutual interest group elsewhere in the world.

That would easily explain it.  

But "Cathy Fox" is a moron. And her conclusions are imbecilic.

That's sort of even worse if there's an online beast hosting site or proxy / VPN service sitting in the IOM.

It's bad from a reputational point of view. I know it is not normally a great idea to give these things credence by the oxygen of publicity and there is a strong argument for just ignoring it, but if the authorities are sure of their ground could it be worth taking the intitiative and demanding a retraction?

Yes challenging them might be the way to go. Then again we've got one case gone through the courts of one guy on his own who has downloaded close to 1m images of kiddy porn. The number of allocated Manx IPs just to that one person over several thousand (I assume) log in sessions to get hold of 1m pics could reasonably have created some of the anomalies. Therefore it might not be defendable if challenged. The number of cases coming before the Courts here though is worrying even ignoring this web data.

50-odd years ago there was substance to that rumour although download speeds weren't so great then.
