Far too many have property abroad and just as  many have a high income to enable them to rent in the private sector.

Nobody in the council has the balls to tackle this crazy situation and so the status quo will continue

Here's an extract from the Guidance Notes. If the current rules don't preclude ownership of other property then it would seem that no change is required. You really need to look at the facts of each case and not jump to conclusions based on your own prejudices. If a rule change is needed then start lobbying your politicians.

Question 16 – Details of Property Ownership

Owners/occupiers (existing or recent) are not automatically barred from applying for public sector housing; however, the applicant(s) will need to satisfy the Department that they have an urgent and compelling need to be rehoused and are not in a financial position to provide their own private accommodation.

...but it could nean that the Spanish properties are mortgaged to the hilt, no chance of selling in the current Spanish property depression and therefore, the owner is in dire straights and, under the rules, entitled to a council house?????

Of course, they shouldn't have been so greedy as to get into the Spanish market but maybe it was a hard sell 'timeshare' deal that sounded great? Maybe they expected it to give them a lift in the property market and allow them to get out of their council house?
