He’ll be pandering to a vociferous bunch of shit stirrers in social housing. Onchan seems to be the same. No wonder we never see any form of reform. They’re all too scared of holding on to their ‘important’ jobs to do anything to make people pay their fair share.

It was put to me rather simpler than that !! LOL turkeys and christmas etc !

Sounds unlikely to me.  Castletown Commissioners currently have a housing stock of 258 according to an answer given to Hooper in January and there are also 42 sheltered housing units - though some of these will be in Malew.  It's possible there is some DoI stock as well in Castletown - though most of their properties are in the Parishes.  But if we take that 300 as an estimate, then it compares with 1434 households in the town in the 2016 Census.  That would be 21% of the housing, not 60% and seems roughly the sort of percentage that the Island has.
