Its not just South Africans... Anyone who applies for a Visa to the IOM and arrives through a valid entry permit is entitled to it. A lot of people have cottoned on to the fact that there is no IHS for the Isle of Man (Similar for Guernsey and Jersey too). In order to get to the 100k residents, the government will need to make it more attractive - and the lack of an IHS is one way of doing that.

now you know  why A and E  , the doctors surgeries   dentists ,waiting lists and everything else health related  are choked up . bring in all these people who haven't made a contribution  to the system  and from countries where the health service is even poorer then ours  (and thats saying something )    and this is what you get , 

we haven't touched the education system and schools yet ,where  classes some are bulging at the seams  and a high rise in children with special needs  that also cost a fortune 

all so Alf can be claiming to grow the economy  ?   the policy is a disaster
