He clearly had a motive, his primary target seems to have been women. I don't think the police making pedantic statements like this garners them any respect. If it wasn't a religious inspired attack, I can get them wanting to get that info out. Maybe they can decree that this wasn't in fact a hate crime, which will help with their end of year stats.
